Internal Support Divisions
The Divisions, Unit and Department that provide required internal support and services in the Ministry of Public Administration are:

The Corporate Communications Division (CCD) is responsible for developing and guiding the Ministry's corporate communications including event management, public relations and marketing and web content oversight. The Division's focus is informing clients, employees and the public of the initiatives and policies of the Ministry of Public Administration.
The Corporate Services Division (CSD) is one of the key Divisions supporting the overall business goals of the Ministry by providing a range of administrative and internal support services. The services provided by CSD are distributed among several Units namely Office Management, Registry and Facilities Management.
The Finance and Accounts Division (F&A) is responsible for financial management practices and procedures in the Ministry. The Division processes payments for suppliers, pay sheets for employees, and pension and leave records for retired Ministry staff.
The Human Resource Management Division (HR) has as its core responsibility staff issues such as compensation, hiring, performance management, organisational development, training and administration and management of the Employee Health Plan and Benefits portfolio.
An integral part of this function is collaboration with the Service Commissions Department in the recruitment of public officers, as well as the provision for and approval of suitable acting, temporary and contract appointments.
The Legal Services Division (Legal) renders legal advice to the Ministry. The Division performs general legal work and provides essential legal input and support to the Ministry, its various Departments, Divisions and other Agencies which fall under its purview.
Legal Services assists Divisions in the development of internal and Government-wide policies, the preparation of contracts for external consultants and multi-lateral agencies including the Inter-American Development Bank (IADB) and the preparation and vetting of lease agreements between agencies of the state and private owners.
The Programme Management Division (PMD) is responsible for effectively promoting public sector transformation through efficient management, development and the implementation of internationally funded loan programmes namely, Public Sector Investment Programme (PSIP) projects for the Ministry. The Division currently manages two such projects - Public Sector Reform Initiation Program (PSRIP) and Information and Communication Technology (ICT).
The Strategic Services and Information Technology Division (SSD) is responsible for coordinating and providing operational support for internal Information and Communications Technology projects and systems and strategic planning and organisational reporting activities in the Ministry of Public Administration. The Division is also responsible for collaborating with Divisions to establish monitoring and evaluation mechanisms within the Ministry to ensure alignment with national development priorities.
The Executive Secretariat (Exec Sec) is comprised of the Minister of Public Administration, the Permanent Secretary and the teams who assist them. The Executive Secretariat is responsible for the oversight of all strategic initiatives, projects and financial decisions within the Ministry. The Exec Sec reviews and submits Notes for the consideration of Cabinet which have been prepared by divisions and receives and distributes Cabinet Minutes for action or information within the Ministry. Amongst their various activities, the Administrative support staff in the Exec Sec coordinates all meetings and schedules of the Executive.
The Internal Audit Department (Audit) is responsible for Audit Reviews on Ministry activities and planning as per the Annual Programme of Audit. This Department then reports their findings and recommendations directly to the Permanent Secretary. Audit provides independent and objective consulting services for the Ministry via a disciplined systematic approach towards governance controls and risk assessments. Duties of the Audit Department include but are not limited to authorizing the approval of several Human Resource payments related to Pension and Leave Records, Motor Vehicle Allowances etc.
